Q.Is this appropriate for children? (Rated US-R, England-18, Ireland/Australia-15)
A.Short answer, no. (YTGarbage says "FUCK DAT") Contains jarringly explicit and literal depictions of blood and, toward the end, a character burning alive. The film is quite obviously intended for those with adult-level maturity.
The film is rated R in the US, 18 in the UK, 16 in Ireland and Australia. That would indicate it is not appropriate for children. Not all children/teens are the same. As a parent, you will want to view the material yourself and decide if it is appropriate for your child/teen.
It depends on the maturity of your child. The story includes lots of onstage throat-slitting, but it doesnt look particularly scary or threatening at all. There are also references to rape and child molestation (though its very subtle), and cannibalism is one of the main themes. The whole show is very dark, and most young children would not appreciate the black humor. Age 13 and older, or maybe a very mature 11-12 year old.
I say that if the thematic elements aren't something that your child should be exposed to, then don't let them watch it.

An R-rated motion picture, in the view of the Rating Board, contains some adult material. An R-rated motion picture may include adult themes, adult activity, hard language, intense or persistent violence, sexually-oriented nudity, drug abuse or other elements, so that parents are counseled to take this rating very seriously. Children under 17 are not allowed to attend R-rated motion pictures unaccompanied by a parent or adult guardian. Parents are strongly urged to find out more about R-rated motion pictures in determining their suitability for their children. Generally, it is not appropriate for parents to bring their young children with them to R-rated motion pictures.
SWEENEY TODD is a classic morality play about the dangers of vengeance, and creates a tragic serial-killer antihero, but is stylized twice over; first as an operatic musical, secondly in the form of Grand Guignol theatre. Historically Grand Guignol is on par with the gory Halloween haunted houses your local charities put on. The stage musical emulates a Victorian penny-dreadful with blood squirting from fake razors, screaming, and bad people getting what's coming to them. In a live musical setting the audience knows it's all for play.
The movie version, being rated R, will likely be more intense emotionally than the stage show since there is no point where the actors stand up and wipe the fake blood off after it's over. This, likely on par with any series horror movie where teens are menaced by a masked killer, or even Burton's own SLEEPY HOLLOW which contained graphic beheadings.
Besides being inappropriate due to violence for very young children, much of SWEENEY TODD revels in dark, ironic gallows humor, including an extended punning on the social strata and occupations of people who would make satisfactory ingredients for meat pies. If your child likes PHANTOM OF THE OPERA or LES MISERABLES they will like this. Be prepared to potentially to answer questions about scenes involving old men leering at young girls, insane asylum lunatics, implied rape and masturbation, servitude and simple brutality such as wringing the neck of a small bird. It is also possible children who are too young for this might not be put off by the violence so much as be bored and confused the wordplay and intricate singing.
EDIT: While I've not seen the film, I recently saw the Broadway revival (which should not be missed if you have a chance) and it omits any fluids like the original Hal Prince production; and, in front of me sat a five-year-old who seemed unscarred by the experience and she didn't fidget nor was she bored. But being familiar with the show, I wouldn't have taken anyone under 13. Two 13-year-olds sat to my left and they seemed to already know every word to every lyric; they were delighted. The show dwells in very dark realms of human behavior, and while some of the sexual stuff kids wouldn't necessarily get, eating human flesh is very clearly spelled out, murders are gruesomely performed in very thorough detail, and very few people are left standing at the end of the show...all meeting gruesome ends. While the tone of the show makes it light-hearted fun as you watch, the impact is anything but light-hearted. [Note: After seeing the film, I personally would not take anyone under 13; and I would see it before I took a child under 18. While appropriate to the artistic vision of the film, the violence is very, very graphic.]
